«Two-thirds of people are aware of the risk of flooding in Île-de-France, but if we look at the population residing in flood-prone areas, we also see that two-thirds of people do not know they are there!», reports Baptiste Blanchard, Director General of Services at Seine Grands Lacs. The public establishment is charged with protection and prevention against floods.

«When we see on television what happens during a flood in the south of France, with water coming and going, that’s the image that the Parisian has of the flood (…) Only 21% of those surveyed understood that a Seine flood could last up to two months, even a little longer,» states Baptiste Blanchard.
To raise awareness among the residents of Île-de-France about the damages they would have to endure in the event of severe floods, EpiSeine offers an application on its website called «EgoSeine». An interactive tool designed for individuals, as well as business leaders.
«Are you ready for the next flood?», this application asks you to enter your address to first check if you live in a flood-prone area.
Whether you are in a flood-prone area or not, the application provides a number of tips to follow before, during, and after the flood. Recommendations that encourage you to contact your insurance company to check if your property is covered or to prepare an emergency kit in case of evacuation and ensure that a loved one can accommodate you for a few days or several weeks.
Contrary to popular belief, the site warns you that significant damage can occur even in flood-prone areas. Your home could quickly become uninhabitable in the event of a severe flood.
According to the application, there is no light, refrigerator, or electrical outlets to charge your phone, for example, to mention the flooding of gas and electricity networks.

«EgoSeine is a tool that can be used to anticipate, to prepare, to avoid thinking, for example: I am on the third floor outside the flood zone so I won’t have any problems. We can be on the third floor, but if we don’t have electricity for three weeks, it will be difficult to stay there,» demonstrates Yann Raguénès, head of the PAPI program, the flood prevention action program for the Seine and Marne rivers in the Paris region.
The EPISEINE system was designed to raise awareness among populations about a major flood,«much more damaging than the floods of 2016 and 2018.» In January and February 2018, floods caused by a rise in the Seine and its tributaries affected around fifteen departments for several weeks.
In the Île-de-France region, according to a study published by the Paris Region Institute, one million people live in flood-prone areas, representing 8.2% of the population of the Paris region. In areas vulnerable to electricity, gas, sanitation, and urban heat networks, 1,870,000 residents are exposed, the study claims. 80% of these residents live along the Seine axis, and 15% along the Marne axis, as can be seen on an interactive map published by the IRP.

For local authorities, EPISEINE also offers a new tool that visualizes how flooding will spread in a municipality. A kinetic approach to the event, according to Yann Raguénès. «With a slider, you can see day by day where the water reaches, precisely note the water level, see how the water gradually reaches the neighborhoods.»
«In fact, all mayors know the maximum number of people who may need to be evacuated in their municipality. But now, with this new tool, they can know day by day, neighborhood by neighborhood, the number of people and the order in which they will need to evacuate in their municipality,» he explains.

Une enquête IPSOS menée en Ile-de-France par EPISEINE révèle une méconnaissance des risques d’inondations par une grande partie des habitants. Pour remédier à cela, l’organisme propose une application appelée «EgoSeine» sur son site. Cette application interactive permet aux particuliers et aux chefs d’entreprise de vérifier s’ils résident en zone inondable et leur fournit des conseils à suivre avant, pendant et après une crue. Elle encourage également à se préparer pour une évacuation rapide en cas de besoin.
Il est important de noter que même en dehors des zones inondables, des dommages importants peuvent survenir lors de fortes crues. Il est donc essentiel de prendre des mesures préventives pour protéger ses biens et sa sécurité en cas d’inondation. Selon l’application, en cas d’inondation des réseaux de gaz et d’électricité, vous pourriez vous retrouver sans lumière, frigo ni prises électriques pour charger votre téléphone.
«EgoSeine est un outil qui est utilisable pour anticiper, pour se préparer, d’éviter de se dire par exemple : je suis au troisième étage hors de la zone inondable et donc je n’aurai aucun problème. On peut tout à fait être au troisième étage, mais si on n’a pas l’électricité pendant trois semaines, ça sera difficile de rester là», démontre Yann Raguénès, chef de pôle PAPI, le programme d’action de prévention des inondations de la Seine et de la Marne franciliennes.
Le dispositif EPISEINE a été conçu pour sensibiliser les populations à une inondation majeure, bien plus dommageable que les inondations de 2016 et 2018. En janvier et février 2018, les inondations dues à une crue de la Seine et de ses affluents avaient impacté une quinzaine de départements pendant plusieurs semaines.
En Île-de-France, selon une étude publiée par l’Institut Paris Région, un million de personnes vivent en zone inondable, soit 8,2 % de la population francilienne. En zone de fragilité des réseaux électricité, gaz, assainissement et chaleur urbaine, 1 870 000 habitants sont exposés, affirme l’étude. 80 % de ces habitants habitent sur l’axe Seine, 15 % sur l’axe Marne comme on peut le constater sur une carte interactive publiée par l’IRP.
De son côté et à l’usage des collectivités locales, EPISEINE propose également un nouvel outil qui permet de visualiser comment l’inondation va s’étendre dans une commune. Une approche cinétique de l’évènement, selon Yann Raguénès. «Avec un curseur, on peut voir jour après jour où l’eau arrive, relever précisément la hauteur d’eau, voir comment l’eau arrive progressivement dans les quartiers.»
«En fait, tous les maires savent quelle est la quantité de population qui au maximum pourrait être à évacuer sur leur commune. Mais là, avec ce nouvel outil, il peut savoir jour après jour, quartier par quartier, la quantité de population et l’ordre dans lequel, il va devoir faire les évacuations dans sa commune», précise-t-il.
